It’s déjà vu all over again on the budget and possibly the debt limit in Washington. When we published our US Economic Weekly on Thursday, we could still be cautiously optimistic that a partial government shutdown would be avoided with a last minute deal. That is still possible, but given the ever-more heated rhetoric, the lack of back-room negotiations, and the sense from members of both parties that the other side has more to lose, the probability of a shutdown has grown to about 50%.
